TRACK 3 • PLATFORM REPORTING
Reporting on Telegram
5 min
Telegram has become a primary vector for organized antisemitic activity due to its minimal moderation and strong privacy features. Reporting antisemitism on Telegram requires a different approach than on mainstream platforms.
Telegram's Moderation Landscape
Telegram's approach to content moderation is fundamentally different from mainstream platforms. The platform positions itself as a free speech platform and intervenes only in limited circumstances: - ISIS/terrorist content (following EU pressure) - Child sexual abuse material - Some categories of illegal content in specific jurisdictions
Antisemitic content, even when explicit, is generally not moderated by Telegram unless it constitutes a direct incitement to violence.
How to Report
- Open the message, channel, or group
- Tap the three-dot menu
- Select "Report"
- Choose the most relevant category
- Add description with specific details
- Submit
For channels and groups: you can report the entire entity through its profile page.
Realistic Expectations
Content removal rates on Telegram for antisemitism reports are extremely low. Telegram generally does not remove antisemitic content unless it constitutes direct, credible threats of violence.
This does not make reporting useless: - Reports create a record that can support legal action - Patterns of reported content can inform law enforcement investigations - Report data, in aggregate, demonstrates the scale of the problem for advocacy
Alternative Strategies for Telegram
Since platform reporting is largely ineffective, prioritize:
Evidence preservation: Document antisemitic content in Telegram channels systematically. These channels are primary sources for monitoring organized antisemitism.
Law enforcement referral: Content that meets criminal thresholds should be reported directly to Dutch police, with Telegram evidence included in the report.
ISP-level action: In extreme cases, national authorities can request ISPs to block specific Telegram channels. This is a legal process requiring court orders.
Cross-platform tracking: Telegram content is often shared to other platforms. Reporting the redistributed content on platforms with better moderation may achieve removal even when Telegram does not act.
